Development Charges

TAKE NOTICE that the Council of the City of Clarence-Rockland passed Development Charge By-law No. 2025-93 on the 12^th day of November 2025, under Section 2 of the Development Charges Act, 1997 (the Act).

AND TAKE NOTICE that any person or organization may appeal to the Ontario Land Tribunal under Section 14 of the Act, in respect of the Development Charges By-law, by filing with the Clerk of the City of Clarence-Rockland on or before Monday, December 22^nd, 2025, a notice of appeal setting out the objection to the By-law and the reasons supporting the objection. Appeals filed with the Office of the Clerk by email at administration@clarence-rockland.ca , will be accepted on or before Monday, December 22^nd, 2025. A processing fee will be payable to the City of Clarence-Rockland Clerk’s Office with the appeal application. The appellant is advised to contact the Ontario Land Tribunal to access required forms and applicable fees.

The charges in the by-law will apply to all new residential and non-residential development, subject to certain terms, conditions and limited exemptions as identified therein. 

City-wide development charges are levied against new development to pay for the increased capital costs related to the provision of such municipal services as: Library Services, Parks and Recreation, By-Law Services, Development-Related Studies, Fire Services, Services Related to a Highway (Public Works and Roads and Related), Waterworks and Sanitary Sewer Services. 

The development charges are calculated on a “per unit” basis for residential development and on a “square metre” basis for non-residential development. Schedules “A” and “B” below provides the new residential and non-residential development charge rates applicable throughout the City of Clarence-Rockland. The City-wide charges apply to all lands located within the boundaries of the City of Clarence-Rockland.

The development charges imposed under the By-law will come into effect on the 12^th day of November 2025. A copy of the complete Development Charges By-laws is available for examination on the City’s website at www.clarence-rockland.com or during regular business hours (weekdays from 8:30 a.m. to 4:30 p.m.) in the offices of the City located at 1560 Laurier Street, Rockland, ON K4K 1P7.

TAKE NOTICE that the Council of The Corporation of the City of Clarence-Rockland passed By-Law No. 2025-62, being a By-law to Amend the Development Charges By-Law No. 2019-85, on the 11^th day of June 2025 under Section 19 of the Development Charges Act, 1997 (the Act), in order to extend the expiry date of By-law 2019-85 to September 19, 2025. All charges in By-law No. 2019-85 will continue to apply to all new residential and non-residential developments in the City, subject to certain terms, conditions and limited exemptions as identified therein. A key map has not been provided as charges apply to all lands located within the boundaries of the City.

DEVELOPMENT CHARGES BACKGROUND STUDY

Take notice that on Wednesday, December 11, 2024, the Council of the City of Clarence-Rockland will hold a public meeting pursuant to The Development Charges Act, 1997, regarding proposed development charge rates and policies that will be applied throughout the City. It is proposed that enactment of a development charges by-law by Council would occur on a date subsequent to the public meeting.

Development charges are levied against new development and are a primary source of funding for growth-related capital expenditures. The 2024 Development Charges Background Study relates to the provision of all eligible DC Services (i.e., Library, Parks and Recreation, By-Law, Development-Related Studies, Fire, Public Works, Roads and Related, Sanitary Sewer, and Waterworks).

Council is required under The Development Charges Act, 1997, to hold at least one public meeting to allow the public the opportunity to review and provide comments on the 2024 Development Charges Background Study, related staff reports and the proposed development charges by-law.

All interested parties are invited to attend the public meeting:

Any person may attend the public meeting and make written or verbal representation either in support of or in opposition to the by-law. Written submissions are invited and should be directed to the Clerk by email administration@clarence-rockland.com  no later than 12:00 PM on Wednesday, December 4, 2024.  Written comments received prior to the meeting and submissions made at the public meeting will be considered by Council prior to the enactment of a new development charges by-law.
