The City of Clarence-Rockland is undertaking a study to identify and consider options to support the Expansion of the Rockland Water Treatment Plant (WTP) and the Caron Booster Pumping Station (BPS) (the Study).
The Study will fulfill the requirements of a Schedule C Municipal Class Environmental Assessment process (MEA, 2024) in accordance with the requirements of the Ontario Planning Act and Ontario Environmental Assessment Act (Phases 1 through 4 of the MEA Class EA process). As such, extensive public and technical agency consultation will play a key role in developing the study.

Expansion of the Rockland Water Treatment Plant and the Caron Booster Pumping Station
The City of Clarence-Rockland (City) is rapidly growing resulting in a significant increase in drinking water demand and the requirement for additional drinking water supply and conveyance to meet the forecasted demands. The City undertook a study to identify and evaluate options to expand the Rockland Water Treatment Plant (WTP) supply capacity (Figure 1) and the Caron Booster Pumping Station (BPS) pumping capacity (Figure 2). The need to expand the Rockland WTP and Caron BPS was identified in the 2021 Water Master Plan based on the population and water demand forecasts.
The Study Process
The study was carried out as a Schedule C Municipal Class Environmental Assessment (MCEA). The study completed Phases 1-4 of the MCEA process. The recommended solution to expand the Rockland WTP and Caron BPS is documented in an Environmental Study Report (ESR). Following the completion of the study, the City intends to proceed with the implementation of projects identified in the implementation plan.
Environmental Study Report
An electronic copy of the Environmental Study Report is available on the Project Webpage at: https://www.clarence-rockland.com/en/city-hall/plans-reports-studies/expansion-rockland-water-treatment-plant . Expansion of the Rockland Water Treatment Plant and Upgrade of the Caron Booster Pumping Station
The Study
The City of Clarence-Rockland (City) is rapidly growing resulting in a significant increase in water demand and the requirement for additional water supply and conveyance. The City is undertaking a study to identify and consider options to expand the Clarence-Rockland Water Treatment Plant (WTP) supply capacity (Figure 1) and the Caron Booster Pumping Station (CBS) conveyance capacity (Figure 2). The need to expand the Clarence-Rockland Water Treatment Plant and Caron Booster Pumping Station was identified in the 2021 Water Master Plan.

Water Treatment Plant Study Area (147 Edwards St., Rockland, ON)

Caron Booster Pumping Station study area (1441 Caron St., Rockland, ON)
The Study Process
The study will be carried out as a Schedule C Municipal Class Environmental Assessment (MCEA). The study will complete Phases 1-4 of the MCEA process. The recommended solution to expand the Clarence-Rockland WTP and Caron BPS will be documented in an Environmental Study Report (ESR).
Opportunities for Participation
Consultation with interested parties, including the public, is an important part of the MCEA study process to identify areas of interest. Two public meetings (public information centers) are planned throughout the study process to connect with the project team, learn about the study, and facilitate feedback.
Upon completion of the study, a Draft ESR file will be prepared and available for public review for a minimum of 30 days.
