The City of Clarence-Rockland has completed the Municipal Class Environmental Assessment (MCEA) to address the future requirements along the 2.3 km length of the St. Jean Street–Montée Poupart Side Road corridor. The City has planned this project through the Schedule “C” process of the Municipal Class Environmental Assessment (2023). This Notice is issued on Thursday, March 28 th, 2024.
The recommended solution for this roadway is to widen the existing corridor from 2-lanes to 4-lanes along its length and provide for 4 roundabouts at the major intersections connected with continuous sidewalks, boulevards, and a multi-use pathway.
- Public and technical agency consultation played a key role in developing the study recommendations.
- An Environmental Study Report (ESR) documenting the planning process undertaken, details of the study recommendations as well as potential impacts and mitigation measures, has been completed and is available for review at the flowing link: /node/1618
- Subject to comments received following this notice and the receipt of approvals, the City intends to proceed with construction of the recommended project as outlined in the ESR.
- The ESR is available for review on the City’s website (www.clarence-rockland.com) and at City Hall at 1560, Laurier Street during regular hours of operation Monday to Friday.
- Anyone wishing to do so may provide written comments to our project team by midnight, April 29th, 2024.

BACKGROUND AND STUDY PURPOSE
Castleglenn Consultants Inc. was retained to undertake an environmental assessment of the St. Jean-Montée Poupart Side Road Widening Project on behalf of the City of Clarence-Rockland. The study is to address the future long-term mobility requirements of the St. Jean Street-Montée Poupart Side Road corridor. The corridor presently serves as a primary route that accommodates both local and regional community traffic.
This second Public Consultation Centre presents the consultants preferred vision for the corridor, including the widening of the corridor, roundabouts and the adjacent pedestrian sidewalks and multi-use pathways..

The Public Consultation Centre event aims to generate a further exchange of ideas and expand on the information base to improve decision-making.
The public review will be used to further evaluate and refine concept. Comments are invited for incorporation into the planning and design of this project and will be received until Friday November 10th, 2023.
The Study Area
FUTURE VISION: St. Jean Street-Montee PouparT Side Road CORRIDOR
The project is intended to ensure the integration of future plans for the major collector corridor inclusive of construction staging. The consultants preferred concept would see the corridor served by roundabouts with accesses to newly developing communities. The improvements are intended to enhance accessibility for existing residents and accommodate the economic development objectives of the City of Clarence-Rockland and the surrounding local industries.
The project approach involves assuring consensus regarding the ultimate design for the corridor, the location and configuration of the roundabouts, connecting roadways and the staging of the improvements.
The goal of the project is to develop an approved plan that will:
- enhance existing traffic operations within the study area;
- identify issues, constraints and solutions to accommodate future corridor development;
- identify infrastructure improvements including intersection upgrades, new connecting roadways, local road enhancements and the ultimate major collector designation which involves planning for future intersection improvements;
- recommend an access management strategy for each stage of the improvements; and
- identify the required property to implement the recommended improvements.
Public Involvement
The Public Involvement process has been integrated with the technical phases of the study with the objective of informing and consulting with property owners, residents and business owners that are directly impacted by the proposed infrastructure of the requirements necessary to achieve the “ultimate” design standards mandated by the Province.

The City of Clarence-Rockland continues its work on the environmental assessment necessary to meet the future needs of the St-Jean Street and Montée Poupart Side Road corridor. This corridor currently serves as the main route for local and regional traffic.
A Second Public Consultation Center will take place on Wednesday, October 25th, 2023, that will present the consultants preferred vision for the corridor, including the widening of the corridor, roundabouts and the adjacent pedestrian sidewalks and multi-use pathways. The study:
- ensures compliance with the Municipal Class Environmental Assessment (MCEA) process set out in the Ontario Environmental Assessment Act requirements for a Category “C” project.
- addresses Phase 3 (design alternatives leading to preferred design option(s)) and Phase 4 (production of the Environmental Study Report (ESR) document, sharing of the study results and further review).
This second Public Consultation Center aims to generate a further exchange of ideas and expand on the information base to improve decision-making. The public review will contribute to further refinement of the preferred design for the chosen solution. The City of Clarence-Rockland is initiating a Municipal Class Environmental Assessment to address the future requirements of the St. Jean Street-Poupart Road corridor. The corridor presently serves as a primary route that accommodates both local and regional traffic.

The City of Clarence-Rockland’s Multi-Modal Transportation Master Plan (MMTMP) that was completed in March 2020 has addressed Phase 1 and 2 of the MCEA process, hence, the need and justification for this infrastructure project have been addressed.
The environmental assessment will determine the long-term mobility requirements along the St. Jean Street-Poupart Road corridor. The proposed infrastructure improvement is to include:
- Widening of the corridor to accommodate 4 travel lanes;
- Upgrade and/or addition of 4 roundabouts or traffic signal-controlled intersections; and
- Addition of pedestrian and cycling lanes along the corridor.
The EA will examine a range of alternative solutions and identify and address the various technical, environmental, land use and constructability challenges.
