Site Plan Control Approval is a means by which the City has the authority to influence and approve the layouts of certain types of development. It is concerned with such aspects as building location, drainage, parking, access to the site, and landscaping. The Site Plan Control process is regulated by the Planning Act of Ontario.
In order to undertake any development that is subject to Site Plan Control, a pre-consultation meeting with the Development Review Team (DRT) must be undertaken. Afterwards, an application must be submitted to the City and usually requires the submission of engineering drawings and studies. Once the plans are approved, a site plan agreement is generally executed. This agreement contractually binds the owner to develop and maintain a site in accordance with the approved plans and the terms of the agreement.

The City of Clarence-Rockland is the approval authority for Plans of Subdivisions and Condominiums.
The Plan of Subdivision approval process is determined by the Planning Act. This process allows land to be divided in a comprehensive manner, often requiring the creation of public streets, multiple lots, and the need for extensive infrastructure. Subdivision approval ensures that the proposal conforms to the Official Plan and Zoning By-laws as well as provincial legislation and policies.
Application for Plan of Subdivision is reviewed for suitability; checked against the Official Plan and Zoning By-law; taking into consideration topography, road access, water availability, sewage disposal, flood control, and other factors. Conditions may be attached to the approval such as: road widening, the naming of streets, parkland requirements, rezoning of the area to reflect the new uses in the subdivision, and any other municipal requirements.
In most cases, the developer is required to sign a subdivision agreement to ensure that certain services, such as sidewalks and roads, are provided after the plan has been registered.
A Plan of Condominium is a method of dividing property so that an individual holds title to a portion of a building, or a "unit", as well as a share of the rest of the property that is common to all the individual unit owners. A condominium can apply to residential, commercial or industrial properties.

Part-Lot Control is a provision that regulates the sale or transfer of part of a lot within a registered plan of subdivision. Municipalities use part lot control to prevent the possible uncontrolled division of lots within a plan of subdivision after the plan has been registered. A property owner may apply for Part-Lot Control Exemption in order to legally divide the lot, or lots, within a registered plan of subdivision. The proposed lot division must not require new roads or municipal services.
