Our 2025 Urban Area Official Plan review
The City of Clarence-Rockland has initiated its Official Plan Review in October 2025. The Official Plan Review will develop a roadmap to guide growth in the urban area (Rockland) to the year 2051. The City is reviewing the urban area Official Plan to align with recent changes in Provincial policy and legislation, integrate relevant policies from the United Counties Official Plan (2023), and ensure the vision for the urban area continues to meet the City's evolving needs.
There are three Official Plans which govern the development of the City of Clarence-Rockland. At the highest level is the Official Plan of the United Counties of Prescott and Russell. The County's Official Plan directs the development of all areas of Clarence-Rockland and is the only Official Plan in effect for the rural and agricultural areas of the City as well as the villages of Clarence Creek, Hammond, Cheney, Clarence Point and St-Pascal. The current Official Plan of the United Counties of Prescott and Russell was approved in March 2016.
The City of Clarence-Rockland has two Official Plans which direct development and growth in specific areas of the City.
These are:
- The Official Plan of the Urban Area of the City of Clarence-Rockland, which directs the future development of Rockland. It was adopted in February 2021.
- The Bourget Official Plan which directs the future development of the village of Bourget and was adopted in 2014.
