GUIDELINES

This information package has been prepared to assist individuals with the completion of the Demolition Permit Application Form. City of Clarence-Rockland, current Building By-Law in effect, state that no person shall demolish any building, as defined in the Ontario Building Code Act, without having first secured a permit.

Demolition Permit Application will only be considered by the Chief Building Official for permit issuance if accompanied by plans, specifications and documentation as listed below. Only complete submissions will be accepted. Demolition Permits are processed within ten (10) business days from the date of submission.

Abandonment of a well shall be done in accordance with the Ontario Well Water Regulation #903. Copies of the regulation may be obtained from www.e-laws.gov.on.ca.  More information can be obtained from Ministry of Environment Public Information Centre at 1-800-565-4923. For abandonment of septic system, the applicant shall contact South Nation Conservation Authority at 1-877-984-2948

Property owners/ratepayers are advised that tax adjustments are not automatic and must be applied for after the actual demolition has occurred. Application must be filed with the City’s Tax Department prior to February 28th of the years following the year of demolition. For details regarding the application process, contact the Tax Department of the City of Clarence-Rockland at 613-446-6022 (2232) or email Graham Stevens at gstevens@clarence-rockland.com. (Section 357 of the Municipal Act provides authority to apply for an adjustment of property tax when a demolition has occurred).

Note: A no fee Demolition Permit is required for the demolition of farm buildings such as barns and silos.

Submission Requirements:

  1. An Application Form completed in full;
  2. Demolition Review Form completed in full (attached)
  3. Demolition Permit Clearance Form completed in full and authorized by the appropriate authorities;
  4. A Site Plan (fully dimensioned) indicating:
  5. dimensions of property and lot sizes; and
  6. location of building(s) proposed to be demolished and all others buildings on the lot.

Building description 

Demolition review

ONTARIO BUILDING CODE INFORMATION:

Does the building exceed three storeys in height?
Does the building footprint exceed 600 sq m (6,458 sq.ft) in area?
Does the building contain pre-tensioned or post tensioned members?
Will the proposed demolition extend below the level of the footing of any adjacent building(s), and occur within the angle of repose of the soil, drawn from the bottom of such footings?
Will there be explosives or lasers used during the course of demolition

If the answer of any question above is YES, the applicant shall, as required by the Ontario Building Code, Div.C 1.2.2.3 retain a Professional Engineer to undertake the general review of the project during demolition. Further, the applicant shall submit, at the time of application, a demolition brief detailing the structural design characteristics of the building and method of demolition.
