The City of Clarence-Rockland is seeking qualified individuals interested in serving on the City’s Appeals Committee.
The Appeals Committee is an independent, quasi-judicial body established by Council under By-law 2026-57. The Committee hears and decides certain appeals arising under City by-laws and applicable provincial legislation.
Role of the Committee
The Appeals Committee may hear and determine matters relating to:
- appeals under City by-laws where a right of appeal to the Committee is expressly provided;
- Property Standards Orders under the Building Code Act, 1992;
- complaints relating to development charges under the Development Charges Act, 1997; and
- matters under the Line Fences Act, where applicable.
Please note: Appeals under the City’s Administrative Monetary Penalty System (AMPS) are not heard by this Committee.
Composition and Eligibility
- Council will appoint a minimum of three and a maximum of five members.
- Members of Council and employees of the City of Clarence-Rockland are not eligible for appointment.
- Members must perform their duties independently and impartially.
- Appointments are for a term concurrent with the term of Council.
Training
Successful applicants must complete all mandatory training required by the City before participating in hearings. Training will address the Committee’s mandate and procedures, procedural fairness and natural justice, applicable legislation, and property standards matters.
Remuneration
- $400 one-time retainer per term, payable after successful completion of the initial mandatory training;
- $80 per hearing when serving as Chair;
- $70 per hearing when serving as a Member; and
- reimbursement of eligible travel expenses in accordance with applicable City policies.
