Property Standards

This By-law establishes minimum standards for the maintenance, repair, safety, occupancy, and structural integrity of residential, non-residential, vacant, damaged, demolished, and heritage properties within the City of Clarence-Rockland. It regulates building exteriors and interiors, foundations, walls, roofs, doors, windows, ventilation, heating, electrical and plumbing systems, lighting, means of egress, stairs, guards and handrails, accessory buildings, drainage, retaining walls, garages, pest prevention, mold, occupancy standards, vital services, and health and safety conditions. The By-law also sets standards for vacant, fire-damaged, storm-damaged, and heritage properties; establishes requirements for inspections, orders, appeals, certificates of compliance, emergency measures, enforcement, administrative monetary penalties, cost recovery, and property standards committee hearings to ensure buildings and structures are maintained in a safe, sanitary, habitable, and structurally sound condition and to protect the health, safety, and well-being of occupants and the public.
