1. Overview

The City of Clarence‑Rockland is issuing this Notice of Intent (NOI) to inform the public of the City’s intention to enter into a naming rights agreement for the municipal arena currently known as the Clarence‑Rockland Arena.

The City has received an unsolicited proposal from a local business expressing interest in acquiring the naming rights for the facility. The proposed agreement includes a minimum financial contribution of $60,000 per year to the City.

In alignment with the City’s commitment to transparency and to ensure that all potential sponsors have an opportunity to express interest, the City invites other qualified businesses or organizations to come forward if they wish to be considered for the naming rights opportunity.

2. Expression of Interest Requirements

Interested parties must demonstrate their ability and willingness to meet or exceed the minimum annual contribution of $60,000, and may be asked to provide supporting information, including:

  • Proposed annual financial contribution
  • Proposed term of the naming rights agreement
  • Corporate profile and community presence
  • Any additional sponsorship or community‑benefit commitments

Should additional qualified expressions of interest be received, the City reserves the right to initiate a competitive evaluation process.

If no additional expressions of interest are submitted by the deadline below, the City may proceed with negotiations with the initial proponent.

4. Submission Instructions

Interested organizations must submit an Expression of Interest in writing, in English, no later than:

Thursday, April 2, 2026 – 2:00 p.m. (local time)

Expressions of Interest must include:

  • Full legal name and address of the organization
  • Name, title, email, and phone number of the primary contact
  • Proposed annual contribution amount
  • Proposed term length
  • Corporate background and local involvement
  • Any additional sponsorship or community‑benefit elements

5. Access to Information

The City of Clarence‑Rockland is subject to the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA).
Information submitted to the City—including any materials identified as confidential—may be subject to disclosure under MFIPPA or through legal requirements.

6. Assessment of Submissions

All Expressions of Interest received by the submission deadline will be reviewed by the City.

  • If an Expression of Interest is accepted, the City may initiate a competitive process to evaluate all proposals.
  • If an Expression of Interest is rejected, the submitting organization will be informed, including the reason for the rejection.
