Provincial Offences Officer (9 positions)

Full-Time Temporary Unionized Position 35 hours/week (2-year contract)

Position summary 

Under the direction of the Manager of Enforcement & Construction Division, the Provincial Offences Officer is responsible to review camera-based evidence of alleged offences under the Highway Traffic Act, pertaining to Automated Speed Enforcement. The Provincial Offences Officer will process Certificates of Offence and issue Offence Notices or Penalty Notices to owners of plated vehicles under the authorities set out in the Provincial Offences Act, the Highway Traffic Act and related Regulations. The Provincial Offences Officer may also process and issue charges under Part III of the Provincial Offences Act for evidence obtained through Automated Speed Enforcement equipment, as required. The Provincial Offences Officer shall ensure the evidence meets the appropriate threshold of the alleged offence, the calibration of the equipment utilized is current, while ensuring strict regulated timelines are adhered to prior to processing or issuing charging or penalty documentation. The Provincial Offences Officer is also responsible for all associated administrative duties including but not limited to printing, filing, mailing, couriering and required reporting, etc. 

Exigences  

  • Must have a two (2) year college diploma in Law and Security or Police Foundations.
  • A minimum of two (2) years' experience in issuing charges under Parts I and III of the Provincial Offences Act, with experience directly related to Automated Speed Enforcement.
  • Working knowledge of the legislative and regulations of the Ontario Provincial Offences Act and the Highway Traffic Act.
  • Working knowledge of ethical principles and conflict of interest standards.
  • Demonstrated ability to understand and interpret provincial legislation and regulations.
  • Ability to adapt to changes and shifting priorities while maintaining a high level of quality, accuracy and attention to detail. 
  • Excellent organizational and time management skills to set priorities and meet deadlines.
  • Ability to work independently and as part of a team. 
  • Advanced knowledge of Microsoft Office Suite and other stand-alone databases.
  • Must be bilingual (English and French), spoken and written.

 

Please note that all selected candidates will be required to attend a mandatory paid out-of-town training course from June 20 to 22, 2025, with the official start date set for August 25, 2025.

Salary

$29.01 to $34.74/hour - salary under review.

Municipal Infrastructures Inspector (one position)

Part-Time Position 28 hours/week

Position Summary

Reporting to the Director of Operations Services, the part-time Municipal Infrastructure Inspector works in conjunction with the City’s Municipal Infrastructure Inspector to ensure that the inspections required for each type of municipal infrastructure are carried out systematically and within the timeframes prescribed by the various laws, standards and regulations. 

Requirements

  • Must have a high school diploma.
  • Must have 1 year of experience in municipal infrastructure maintenance and inspection.
  • Excellent organizational and time management skills to set priorities and meet deadlines.
  • Excellent communication, public relations and complaint management skills.
  • Must be bilingual (French and English, spoken and written).
  • Knowledge of Microsoft office software.
    • Must have a valid driver's license. Asset
      • ORFA – Certified Building Technician (CBT)
      • Municipal Engineering Fundamentals for Non-Engineers
      • General training on Minimum Maintenance Standard on Ontario
      • Landfill Operations Basics (LOB) – SWANA

Salary

As per the part-time salary scale: 20.48$ à 25.70$//hour.

Chief Building Official (one position)

Full-Time Position 35 hours/week

Position summary

The role of the Chief Building Official is to establish operational policies for the enforcement of the Ontario Building Code for the municipality.  The incumbent is responsible for coordinating and supervising enforcement by the municipality's building inspectors and clerks.  He or she shall exercise the powers and prosecute offences under the authority of the Act and the Building Code and shall exercise the powers and perform the duties in accordance with the standards established by the applicable code of conduct.

Requirements

  • Must have a college or university diploma in architecture or engineering.
  • Must have the Ministry certification (NICB).
  • Must have OBOA training in the following areas:
    • Building Official and the Law;
    • Building services ;
    • Building structure;
    • Complex buildings;
    • Plumbing all buildings. 
  • Must have a minimum of 5 years experience in the role of Chief Building Official.
  • Must be a member of the Ontario Building Official Association.
  • Excellent oral and written communication skills to interact with all levels of management and staff.
  • Ability to speak and write in both official languages is an asset.
  • Excellent problem-solving skills.
  • Ability to review plans using applicable codes and regulations.
  • Knowledge of building codes, municipal by-laws and applicable laws.
  • Basic knowledge of engineering principles.
  • Ability to make presentations to the public.
  • Ability to plan, organize and manage workload to meet deadlines.                        
  • Ability to work independently and as part of a team if required.
  • Negotiation skills.
  • Ability to make decisions.
  • Ability to manage a professional team.
  • Proficiency in Microsoft Office software. 

Salary

As per the non-union salary scale: $90,156 to $112,695
