Montreal — December 2, 2025 — The City of Clarence-Rockland announced today the rollout of the test phase for its new multi-collection management module, powered by ATNA, the responsible artificial intelligence engine (pronounced “a-T-na,” like Athena) integrated directly into the bciti+ platform already used by the municipality’s residents.

This initiative marks a Canadian first and a decisive step toward a modern, proactive, and environmentally conscious approach to waste and recycling management.

An AI expert available 24/7 to assist every resident

With ATNA, residents can now:

  • Take a photo of an item, ask a question by text, or use voice → and instantly receive a personalized answer indicating which bin to use.
  • Get practical tips to reduce container contamination.
  • Access an interactive map showing local drop-off points (eco-centers, recycling depots, special disposal sites).
  • Allow ATNA to automatically schedule reminder alerts for collection days, tailored to their address.
  • Report a broken bin, missed collection, or damaged container → and track resolution in real time.

This module is powered by the secure digital citizen card, geolocation, and Clarence-Rockland’s local rules, ensuring reliable, contextual, and sector-specific answers.

A structural innovation for cities: multi-source, multi-partner AI

This advanced tool leverages bciti+’s full architecture:

  • Multi-source connector library IoT devices, open data systems, municipal systems, and local partners.
  • Digital citizen card Automatically personalizes information based on the resident’s address, collection zone, or real-time geolocation.
  • ATNA’s responsible AI Personalized advice, traceability, ethical data governance, and supervised learning across cities.
  • Administrative analytics + geofencing + AI recommendations Usage statistics, recurring questions, contamination hotspots, communication optimization.

This solution represents a scalable smart city vertical, positioning bciti+ as a major player in municipal digital transformation — an emerging urban services operating system and a natural competitor to global service management platforms.

A citizen-focused test phase

The module is first introduced to a selected group of volunteer residents to:

  • Validate response quality,
  • Fine-tune the AI model,
  • Optimize user experience,
  • Integrate real-world feedback.

The full public rollout will follow this calibration phase, ensuring a reliable and sustainable service tailored to community needs.

“This test phase allows us to try the technology with our residents, gather their feedback, and ensure everything meets our expectations before full deployment. We are proud to innovate in this way.”
Lindsay Doucet, City of Clarence-Rockland

“This initiative reflects bciti+’s core mission: to provide organizations with modern, secure, and ethical technology that simplifies daily life while reducing operational costs. ATNA integrates responsible AI directly into people’s daily routines — and Clarence-Rockland is leading the way.”
