Appeals Committee

Interested individuals must complete the Board and Committee Appointment Application Form and provide relevant information about their qualifications, skills, interests and experience as they relate to the board or committee.

A complete application must be received by the Clerk’s Office before the deadline specified in the applicable recruitment notice.

Individuals applying for more than one vacancy must submit a separate application for each board or committee and indicate their order of preference.

Applications must be submitted in accordance with the instructions provided in the applicable recruitment notice.

Unless different requirements are established by the applicable Terms of Reference, legislation or other governing provisions, a person wishing to serve on a board or committee must:

• be at least 18 years of age, unless youth representation is required;
• be a resident of Clarence-Rockland or own property within the City; and
• not be an employee of the City or a local board, unless permitted by legislation.

Council may make an exception to the residency or property ownership requirement where specialized knowledge, experience or representation is required, or where continuity on a board or committee needs to be maintained.

Additional eligibility requirements may apply depending on the specific board or committee.

Applications are initially reviewed by the Clerk, in consultation with appropriate City staff.

An Appointment Committee consisting of three members of Council reviews the applications and may conduct interviews when considered necessary. The Appointment Committee then makes recommendations to City Council.

Appointments become official once Council adopts the applicable resolution or by-law. All applicants are subsequently advised of the outcome of the selection process.

Generally, members are appointed for a four-year period corresponding with the term of City Council, unless otherwise provided by legislation.

The City’s policy also establishes requirements relating to reappointments, the number of boards or committees on which an individual may serve, and circumstances under which an appointment may end.

Appointed members are expected to become familiar with the mandate and Terms of Reference of their board or committee, prepare for meetings, actively participate in discussions and decision-making, respect different viewpoints, and conduct themselves in a professional and courteous manner.

New members receive orientation and appropriate information relating to the operation of their board or committee.

Generally, members of boards and committees do not receive compensation or reimbursement for travel expenses unless otherwise provided by applicable legislation or provisions governing the board or committee.

Personal information collected as part of the recruitment and appointment process is collected and managed in accordance with the Municipal Freedom of Information and Protection of Privacy Act.
