Under By-Law 2019-20, no person shall operate within the City of Clarence-Rockland any business as defined in By-law 2019-20 without first obtaining a licence from the Corporation authorizing him/her to operate a business.
Purchasing Division Responsibilities
The Purchasing Division is responsible for overseeing and administering all purchasing policies for the municipality. This includes the procurement of goods, services, and construction in a fair, transparent, and accountable manner.
The purchasing division encourages competition and ensures service and product delivery in an efficient, timely and cost-effective manner, while protecting the financial best interests of the City.
Their functions include:
- Providing fair, open, and transparent bidding opportunities for contractors and suppliers.
- Acquiring goods and services as economically as possible while maintaining quality, price, and timely delivery.
- Operating in accordance with the Corporation’s core values and in an ethical, professional, and responsible manner.
In addition, the section works in partnership with staff across the Corporation to achieve value for money over the total life cycle of the goods and services and to minimize the costs of administering the procurement process.
Purchasing Policies
All purchasing activities are carried out in accordance with Procurement By‑Law 2022‑67, ensuring compliance with legislated requirements, municipal policies, and best procurement practices. The division provides guidance and support to municipal departments to ensure consistent application of procurement procedures and the efficient use of public funds.
Notice of Collection
Personal and business contact information is collected by the City of Clarence-Rockland under the authority of the Municipal Act, and in accordance with the Municipal Freedom of Information and Protection of Privacy Act. The party downloading the RFP, RFI or tender consents to the public distribution of the information they have provided to receive the download.
Purchase Order Terms and Conditions
All suppliers who provide goods or services to the City in response to a purchase order must accept the Purchase Order Terms and Conditions [PDF/92KB]. Acceptance of a purchase order or delivery of goods implies agreement and binds the Supplier to these terms and conditions.
