Property Standards
Our Property Standards By-law sets standards for the maintenance and occupancy of properties in the City of Clarence-Rockland. The purpose of the by-law is to ensure that all property owners must maintain and repair the interior and exterior of their property in accordance with the standards.
The by-law also addresses the physical building itself and the areas on, and around, the land or property. These standards are put in place to protect the health and safety of residents and the general public. The Property Standards By-law covers a wide range of topics such as damaged and unmaintained buildings, insufficient or failed heating systems, safety of stairs, walkways and ramps, etc.
Below are some of the topics that are covered in the regulation:
- Buildings must be maintained in good condition, including maintenance of roofs, windows, doors, gutters, etc;
- Rental buildings must be equipped with functioning plumbing, heating and electrical systems.
When we receive a complaint, a Property Standards Inspector will investigate to determine if there is a violation of the by-law. The investigation may include one or more of the following actions:
- Contact the landlord (and/or tenant) to confirm that the complaint is accurate;
- Visit the location/property to conduct an inspection to confirm the complaint;
- Issue verbal or written orders to offenders.
If you are a tenant and have concerns about the maintenance of your residence or apartment, please advise the landlord in writing first. This gives the landlord a chance to correct the situation. If your concerns are not adequately addressed, you can complete the Property Standards Form and email it to construction@clarence-rockland.com.
