Expansion of the Rockland Water Treatment Plant and Upgrade of the Caron Booster Pumping Station

The Study

The City of Clarence-Rockland (City) is rapidly growing resulting in a significant increase in water demand and the requirement for additional water supply and conveyance. The City is undertaking a study to identify and consider options to expand the Clarence-Rockland Water Treatment Plant (WTP) supply capacity (Figure 1) and the Caron Booster Pumping Station (CBS) conveyance capacity (Figure 2). The need to expand the Clarence-Rockland Water Treatment Plant and Caron Booster Pumping Station was identified in the 2021 Water Master Plan.

The Study Process

The study will be carried out as a Schedule C Municipal Class Environmental Assessment (MCEA). The study will complete Phases 1-4 of the MCEA process. The recommended solution to expand the Clarence-Rockland WTP and Caron BPS will be documented in an Environmental Study Report (ESR).

Opportunities for Participation

Consultation with interested parties, including the public, is an important part of the MCEA study process to identify areas of interest. Two public meetings (public information centers) are planned throughout the study process to connect with the project team, learn about the study, and facilitate feedback.

Upon completion of the study, a Draft ESR file will be prepared and available for public review for a minimum of 30 days.
