There are three Official Plans which govern the development of the City of Clarence-Rockland. At the highest level is the Official Plan of the United Counties of Prescott and Russell. The County's Official Plan directs the development of all areas of Clarence-Rockland and is the only Official Plan in effect for the rural and agricultural areas of the City as well as the villages of Clarence Creek, Hammond, Cheney, Clarence Point and St-Pascal. The current Official Plan of the United Counties of Prescott and Russell was approved in March 2016.

The City of Clarence-Rockland has two Official Plans which direct development and growth in specific areas of the City.

These are:

  • The Official Plan of the Urban Area of the City of Clarence-Rockland, which directs the future development of Rockland. It was adopted in February 2021.
  • The Bourget Official Plan which directs the future development of the village of Bourget and was adopted in 2014.

 

What is an Official Plan?

An Official Plan is a guiding policy prepared by the Municipality or County with input from its residents. An Official Plan provides a framework through which the vision of a community for its growth and physical development can be realized. It includes specific policies on how land within the municipality may be used. It is also a legal document that addresses matters of provincial interest defined by the Provincial Policy Statement under the Ontario Planning Act.

Official Plan Amendment

Any development proposal in the City of Clarence-Rockland must conform to the Official Plan of the United Counties of Prescott and Russell, as well as the Official Plan of the Urban Area of the City of Clarence-Rockland or the Bourget Official Plan, where applicable. If the proposal does not meet the requirements set out in the Official Plan, a property owner may have to apply for an Official Plan Amendment.

Any changes to the official plans of the City of Clarence-Rockland must also conform to the Official Plan of the United Counties of Prescott and Russell and to Provincial Policy Statements.

Applications for amendments to the Official Plan of the United Counties of Prescott and Russell must be submitted to the United Counties of Prescott and Russell's Planning and Forestry Department.
