Helen Collier - Interim CAO

ROCKLAND – March 25th 2014 – The City of Clarence-Rockland’s Municipal Council named on March 24th Mrs. Helen Collier as Interim Chief Administrative Officer for the municipality.

 “On behalf of the Municipal Council, the employees as well as City of Clarence-Rockland’s residents, I would like to congratulate Mrs. Collier for her new position. Since her arrival at the municipality, more than a year ago, Mrs. Collier soon proved to be a leader with good management skills with Council Members as well as with employees and citizens,” mentioned Mr. Marcel Guibord, Mayor of the City of Clarence-Rockland.

Ms. Collier has extensive municipal experience, having held several management positions for the City of Ottawa. She has over 25 years of service at the municipal level in Nepean, Gloucester and Ottawa.

Welcome dear colleagues,


I would like to take a few minutes of your time to give you an up-date following the recent events related to the departure of Mr. Bellemare.


We have amongst us, a contracted person who has resided in Rockland for about 8 years and who has a very diversified past.  She has over 25 years of experience at the municipal level having worked for the Cities of Nepean, Ottawa and Gloucester before coming to Rockland last year.  This person has an Honours Degree in Public Administration from the University of Carleton and a Masters Certificate in Municipal Management from York University.  Her favorite hobbies include skiing, cottage life and she loves to cook and she has owned a bakery for over two years. 


Since February 2013, this person has worked on a few specific projects assigned by Municipal Council.  She has shown ability to make good decisions and has a very good work ethic which was put in practice during the budget process.  This person has gained the confidence of Municipal Council and this is why I am pleased to inform you this morning of Municipal Council’s decision to appoint Mrs. Helen Collier as Acting Chief Administrative Officer for the City of Clarence-Rockland.  This appointment is effective immediately.


I wish to congratulate Ms. Collier and wish her happiness and success in her new responsibilities with the team of employees of the City of Clarence-Rockland.
